Abstract

The article analyzes the impact of the transparency policy in Mexico, specifically what falls within the scope of the federal government. It argues that there have been important steps in the design and operation of the institutional framework on access to information, and that the evolution of this public policy has responded both to citizen demands and those of relevant actors in the political life of the country to expand their sphere of influence. This is evidenced by the constitutional reforms of 2007 and 2013, which basically extend the powers of the guarantor body and of the list of legally bound subjects. The author also refers to a set of a national and international statistical data and studies to point out the limitations of the transparency policy in areas such as perception and the fight against corruption, citizen appropriation of transparency culture, openness of public records and response to requests for information, location of opacity areas, among others.
